On any kick by the defending team from within the Goal Area, the ball can
be placed for the kick anywhere within the Goal Area, including on the Goal
Area line. Now in U8/U7, the Goal Area and the Penalty Area happen to be
the same area, . This is not true in U10 and above, so the general answer
to your question is no, not the Penalty Area, but the Goal Area.

No, please ignore it. It will disappear completely in another week or two.
In both U7 and U8, there is only a single area in front of each goal. That
single area is both the goal area and the penalty area. Goal kicks can be
taken from anywhere in that area, and on any goal kick or free kick by the
defending team, the ball must leave that area to be in play.
