Your reading of law 16 is correct.  The specific clauses are:

>     Procedure
>     • Opponents remain outside the penalty area until the ball is in play

>     • The ball is in play when it is kicked directly out of the
>     penalty area

>     Infringements and Sanctions
>     If the ball is not kicked directly out of the penalty area from a

There is no language in the law regarding the position of the other 
players on the team taking the goal kick.

The intent of the statements that the ball must be "directly" kicked out 
of the penalty area is to make clear that the first "goal kick" kicker 
cannot move the ball part way forward and then have a teammate kick the 
ball the rest of the way out of the penalty area.

So there seems to be little strategic or tactical reason for other 
defenders to remain in the penalty area while a goal kick is being 
taken.  But there is no prohibition against it in the laws of the game.
