[ayso45-refs] USSF Advice to Referees: 12.20 BALL KICKED TO THE GOALKEEPER

Judging by the ensuing silence, a consensus was difficult to reach (I was
not there last Weds).

This question is of more than academic interest.  Last Saturday I talked to
a very perplexed U12 coach who had seen this part of the Law interpreted
oppositely on successive weekends.  He didn't know how to instruct his
goalkeepers.  I didn't know what to tell him (I was a spectator, not a ref,
at his game).

Granted that there are strong opinions on this (I have some too), I want to
remind everyone that there have been differences of this kind for as long as
the game has been played, and that the kids who play in AYSO do not benefit
from inconsistent enforcement.  I'll volunteer to put my opinions to one
side if our senior refs or other suitable authorities can come up with
something that is clear enough to act on.  And next August we can start
arguing again.
