[ayso45-refs] Question on U8 goal Kick

It is ok for the team taking the GK to take it while players of either team
are in the Penalty Area.   However,  if the ball is touched by any player in
the PA after the kick and before the ball leaves the PA,  then the kick must
be retaken as it did not go into play first.  It is only in play upon
leaving the PA.
