The complete explanation, from the "Interpretations and Guidelines" 
section of the Laws of the Game (Law 13, page 125 in the 2009/2010 edition):

Of course, the opponent is still expected to have been moving away from 
the ball, not standing still or trying to block the free kick; and 
adjust the required distance for the youth divisions (6 yards in U7/U8; 
8 yards in U10; 10 yards [9.15 meters] in U12 and older).
