It really depends on age, experience,  and context.

Opponents are responsible for moving away from the point were the ball 
is being placed for the goal kick.  That is always the opponents 
responsibility on any free kick - the person taking the kick does not 
need to ask them to move!  And this applies at every age and division.

Whether the opponents succeed in getting the full required distance away 
(6 yards, in U7/U8) depends on whether the defense decides to take a 
quick kick. In general, the referee should not stop the defense from 
taking a quick kick.

/However/, if the opponents are not even trying to move away from the 
ball - or worse, if the opponents are intentionally standing still in 
front of the kicker (and closer than the 6 yard minimum, in U7/U8), then 
at every age/division, the referee should be verbally 
instructing/warning the opponents to "respect the distance".

In U7 and U8 the referee is also helping to teach the players the game. 
Depending on the specific situation (e.g. repeated violations, or 
complete confusion about how far is "6 yards"), it may be appropriate 
for the /referee /to make a kick "ceremonial" rather than waiting for 
the kicker to request it:

    -ask the kicker to wait for a signal,
    - pace off the distance to show the opponents how far away they must
    be from the ball,
    -then signal for the kick.

Whether to do this, and how often, is up to the referee's judgment at 
each match.
